Instructions:

Description:

Loops rows from -9 to 9 and columns from -9 to 9, taking absolute value of each to look up
the bits for that quadrant. It shifts the bits either left-to-right (left-hand side)
or right-to-left (right-hand-side) and converts the carry out from 0/1 to space/star.
