The Department of Education Manual was an excellent candidate for a database driven site, but there was one catch - it had to work on a CD-ROM. This posed quite a few problems..

I overcame it by co-developing (concept wise) a Javascript navigation system that could generate drop-down boxes on the fly by looking at the URL in the location bar. The end result was a 720 page site that is extremely easy and fast to navigate.
